Tito does not attend the second meeting of the Cominform, fearing that Yugoslavia will be attacked. Other member countries expel Yugoslavia citing "nationalist elements" that had "managed in the course of the past five or six months to reach a dominant position in the leadership" of the CPY

Stalin was also enraged by Tito's aspirations to merge Yugoslavia with Bulgaria and create a true "Land of the South Slavs", an idea with which he agreed in theory, but which had taken place without prior Soviet consultation
