All-Russian Congress of Soviets: overview and significance

What happened?

Congresses of Soviets brought together representatives of workers', soldiers' and peasants' soviets from across Russia. The Second Congress met during the October Revolution and became the forum through which the Bolshevik-led change of government claimed revolutionary legitimacy.

Why was it important?

The congresses mattered because the new Soviet system based its authority on elected revolutionary councils rather than conventional parliamentary institutions alone. Disputes over their composition and powers shaped the emerging state.
